The meeting was opened at 7PM by President Jim Turner.
Minutes from the previous meeting were read. President Morey made two changes to the previous meeting: 1) adding an agenda item addressing the annual dues and 2) adding the proposal presented to allow HP residents to advertise houses for sell at no cost on the HP website which did not passed. Minutes were then accepted without objection.

PROPOSAL: Installing 3-way stop at Robinson Way and Lovorn Circle. The reason behind this is to eliminate speeding traffic through subdivision.

ACTION: 11 September 2007. Jim Morey sent a letter to the City of Warner Robins requesting that a 3-Way Stop be installed and that "Stop Ahead" warning sign be removed from Robinson Way. The latter was accomplished; however, the former has not. A follow-up letter was sent November 13 which also requested that the intersections of Reese and Lovorn, Twelve Oaks and Lovorn and Robbie Court and Lovorn also be made 3-way stops. This request is in response to increased complaints by both Harrison Pointe and Tara Estates residents.
C. PROPOSAL NUMBER: 20070814-001
PROPOSAL: Form a landscaping committee.
ACTION: 11 September 2007. Committee has been formed. Linda Webb is the Chairperson and Secretary Jim Turner is the HOA liaison. CLOSED
D. PROPOSAL NUMBER: 20070814-002
PROPOSAL: "Yard of the Month" for Harrison Pointe Subdivision.
ACTION: Proposal given the landscaping committee. Landscape committee will develop criteria by March 2008 and implement in April 2008. CLOSED
E. PROPOSAL NUMBER: 20070814-003
PROPOSAL: Send letter to the city regarding holding pond across Lake Joy Road about mosquito infestation.
ACTION: 17 August 2007. Melanie Brown (HP resident) contacted Carla Corley, DHR, GA. Ms Corley came to the site and agreed that a potential problem could develop although she did not observe any active mosquito breeding. She provided Ms. Brown with POC for City of WR. On 13 November letters were sent by the Board of Directors to Mr. Sissler and Mr. Clements. Heavy equipment was observed moving dirt on 13 November. Thank you Melanie OPEN

II.NEW BUSINESS:
The Board of Directors met on 11, September 2007 and created the following committees: Landscaping, Social, Safety and Security and Covenant, By-Laws and Rules. III.COMMITTEE ACTIVITIES
1. SOCIAL COMMITTEE The Social Committee is organizing a Christmas walk for Sunday December 9th, from 5 PM to 7 PM. There are four homes that are participating so far. If you would like to open your home to share your holiday spirit and decorations please contact Jane Krumwiede.
2. COVENANT, BY-LAWS and RULES COMMITTEE. The committee addressed and answered questions regarding the proposed changes to the By-Laws. These changes add homeowner rights and responsibilities and modify director responsibilities. The committee feels these changes significantly improve the By-Laws, without hindering or limiting homeowners or creating any rules. This will be voted on at the February 2008 meeting.
3. LANDSCAPE COMMITTEE. Jim Morey addressed the issue of the South Front Entrance grass being destroyed by vehicles running up over the curb. He reviewed five options to prevent further damage. It was agreed upon option 2 of installing a large boulder (approx 4’Lx2’Hx2’W) add addition plant material and mulch the entire area. The North side will be addressed in the same manner without the boulder. This will allow for discontinuing the landscape service, pay for itself in four months and represents an annual cost reduction of $845.00 this FY year and $1,140.00 going forward. A request was made by Secretary Jim Turner to allow the Landscaping Committee to place flowers at the main entrance. This was approved.
IV. OTHER
1. A request was made to remind Harrison Pointe residents that covenants limit the number of pets to two dogs and two cats. The board of directors will become involved if this can not be resolved between neighbors,
2. President Jim Morey prepared an opinion survey to gather input from residents of Harrison Pointe about how they view community and the HOA. Residents can expect to receive this in the mail within the next two weeks.
