Dear Homeowner,
The quarterly meeting of association members was called to order at 7:15 PM by President Jim Turner.
I. Minutes from the previous meeting were read and accepted without change
II. OLD BUSINESS: None
III. NEW BUSINESS:
A) Association Accounting Summary: A complete summary of all transactions to date was provided and spread sheets balance with checking account bank statements. All dues for 2004 and 2005 have been collected with the exception of 108 Lovorn Circle.
Action: As outlined in the covenants actions will be taken to collect these past due monies.

B) Open vote to purchase newspaper boxes for all mailboxes in the Harrison Pointe Subdivision. After discussions were completed the proposal was voted on and defeated.
It was also decided that if a resident decides that they desire to purchase a newspaper box that it must be purchased from the manufacturer of the mailboxes. This was agreed upon to maintain the architectural integrity of all mailboxes. An installed newspaper box can be seen at 202 Robbie Court. The manufactures information is: MEL NORTHEY Co., Inc. 303 Gulf Bank, Houston, TX 77037; Phone 800-828-0302; FAX 281-445-7456; ITEM NO/Description is: 1025BP Newspaper Holder Only. Current cost is $33.00 plus shipping.
C) A proposal was presented to contract for quarterly street sweeping. After discussion and second a vote was taken and past without objection. Annual cost will be $1,200.00.
Action: Contact TRI COUNTY sweeping to sweep the end of Feb, May, Aug, and November.

D) A proposal was presented to contract for electrical service for the north side of the Harrison Pointe Main Entrance. After discussion and second a vote was taken and past without objection. One time cost will be $600.00 EST.
Action: Solicit proposals from three vendors

E) A proposal was presented to contract for installation of irrigation for the north and south side of the Harrison Pointe Main Entrance. After discussion and second a vote was taken and past without objection. One time cost will be $950.00 EST.
Action: Schedule City/County water department to install water meter.

F) A proposal was presented to have the street curbs pressure washed at a cost of $1700.00. After discussions were completed the proposal was voted on and defeated. It was requested that this be brought up again in the spring after construction in Tara is completed
G) REVIEW OF COMMUNITY ACTIVITIES
Covenants Compliance. The board of directors issued five letters for non-compliance. Issues were:
1)Failure to obtain architectural board approval before erecting sheds/playhouses
Action: Homeowners with Sheds/Playhouses have agreed to bring then into compliance
2)Storage of a disabled vehicle.
Action: Disabled vehicle was removed by the owner
3)Newspaper box erected that was not architecturally compliant
Action: Per covenants have Macon Telegraph remove its newspaper box
4)Replacement of a damaged mail box with a non-architecturally compliant mailbox.
Action: the mail box was replaced with architecturally compliant unit
H) The meeting was concluded at 8:30 PM 29 November.
As stated in the past the purpose of the Protective Covenants are to protect the economic value, desirability of ownership, and architectural uniformity of the properties within our neighborhood. Please be aware that a number of Protective Covenants are currently being violated and the Committee will begin to strictly enforce these covenants in January. If your lot is in violation of any of covenant you must take immediate action rectify the violation(s). Listed below are the covenants that are being violated:
Garbage and Refuse Disposal: Every trash can shall be placed in a place not visible from the street. Trash cans must be screened or stored in place not visible from the street, such as the garage, behind the house or fenced backyard.
Mailboxes/Newspaper Mailboxes: All mailboxes shall be uniform and match the construction of the original mailbox when the home was first purchased.
Vehicle Storage: For the general safety of the resident of Harrison Pointe no vehicles (motor homes, campers, trailers, boats, boat trailers or cars) shall be parked on the street at anytime. NO STREET PARKING IS PERMITTED. This is also a City of Warner Robins ordinance.
Pets and Nuisance Activity: No owner or occupants of any residence shall at any time have on the premises a total of more than two (2) dogs. Any dog on any Lot shall be kept on proper leash or chain at all time unless said Lot is completely fenced in with proper gates that can be closed to prevent the dog from leaving the Owner’s Lot. No noxious or offensive activity shall be carried on upon any lot nor shall anything be done that may become an annoyance or nuisance to the neighborhood. No habitual barking or howling is permitted on any Lot. This is also a City of Warner Robins ordinance.
IV. From the Board of Directors:
It is our hope that no covenants will need to be enforced. Its been the experience of the Board of Director that many times a covenant is violated because the owner is simply not aware of the covenant. It is our hope, now that owners have been made aware covenants, that enforcement will not be necessary. See web site www.harrisonpointe.org
